Is there a recognized context (location) where a community/communities are using best practices that balance the interests of public health protection along with recognition of representative government to consider factors in addition to public health mitigation efforts and a balanced distribution of responsibility/power? It sometimes seems like it's all or nothing, and I am concerned that we will not have the flexibility to act quickly enough to save lives the next time we have a crisis (pandemic or otherwise).
